Does the config system sync online?

No. Profiles are local. There is no cloud sync, account sync, or cross-device backup.

What is the refund policy?

Digital licenses follow the Refunds page. Failed delivery and an extended maintenance window may qualify. A working key followed by a change of mind generally does not.
